An unemployed person is in need of the multidisciplinary joint service if the promotion of his or her employment requires coordination by those parties and services that the TE Office, municipality, and Kela are obligated to provide.

The goal of the multidisciplinary joint service is to promote the employment of the unemployed by offering them public employment services, social services, health care services, and rehabilitation services in accordance with the service needs of the individuals.

The TE Office, municipality, Kela, and the unemployed person shall jointly assess the individual’s service needs within three months of the start of the multidisciplinary service.

During the assessment period, the TE Office, municipality, and the unemployed person must together draw up an employment plan in which they agree on public employment services, social services, health care services, and rehabilitation services that satisfy the individual’s service needs. In addition, they must agree on how the services are monitored. The plan shall be revised in a manner necessitated by the unemployed person’s service needs, at least every six months, and at the request of the individual.
