According to section 13 of the administrative regulations, the board can be organised into subcommittees. The board decides on the number of members of the subcommittees, names the members and their personal deputies, and elects the chairman of the subcommittee.

Six subcommittees have been appointed to the Wellbeing Services County of Ostrobothnia.

Individual affairs subcommittee

The county board appoints an individual affairs subcommittee, whose task is to

  1. decide and issue statements on matters within the county board’s purview concerning individuals to the extent that the powers are not assigned to another authority or office holder in the law, regulations or administrative regulations;
  2. to resolve on behalf of the county board the rectification requests made for the decisions of the office holder in matters concerning the individual; as well as
  3. perform other tasks assigned by the county board.

Personnel subcommittee

The county board appoints a personnel subcommittee, whose task is to

  1. develop personnel management and be responsible for personnel policy;
  2. prepare general instructions for the implementation of personnel management;
  3. decide on the application of official and collective agreements;
  4. provide general instructions on salary setting;
  5. decide on discretionary salary benefits;
  6. perform other tasks assigned to it by the board.

Ownership steering subcommittee

The county board appoints an ownership steering subcommittee, whose task is to

  1. prepare an updating of the ownership steering strategy for the county board as required by changes in the operating environment;
  2. prepare the annual setting of functional and financial goals for subsidiaries and affiliates and provide the necessary planning instructions/wishes for setting goals for the following calendar year;
  3. nominate representatives to the board positions of the communities owned by the wellbeing services county;
  4. nominate representatives to the general meetings, shareholders’ meetings and similar other meetings of the entities owned by the wellbeing services county in entities where the wellbeing services county has an ownership stake;
  5. provide instructions to persons representing the wellbeing services county in the general meeting of the communities or similar bodies on taking the position of the wellbeing services county on the issues to be discussed;
  6. monitor the activities of the subsidiaries and associated entities belonging to the wellbeing services county and, if necessary, make proposals for measures regarding any perceived shortcomings to the management of the company and report to the county board if necessary;
  7. organise the contract management of subsidiaries and associated entities and supervise that the agreements agreed with the entities guide the production of services to a sufficient extent;
  8. approve changes to the articles of association, shareholder agreements and other agreements regarding the relationship between the wellbeing services county and the subsidiary or affiliated entity;
  9. continuously report to the county board on the activities of the subsidiary and affiliated entities with the minutes prepared by the subcommittee and annual reports;
  10. perform other tasks assigned to it by the county board.

Rescue services subcommittee

The rescue services subcommittee is a multi-member body referred to in section 28 of the Rescue Act (379/2011), the rescue authority of the wellbeing services county and represents the wellbeing services county and exercises the authority of the wellbeing services county in matters within its scope.

The rescue services subcommittee leads and develops the sector under it and is responsible for the availability, consistency, quality of services and organisation in accordance with the risks of the county, the service level decision and the guidelines of the wellbeing services strategy.

The subcommittee monitors and evaluates the effectiveness of the services and reserves the opportunity for members and users to participate in the planning and development of the services.

The rescue services subcommittee represents the wellbeing services county and uses the authority of the wellbeing services county to speak on matters within its scope.

The county board appoints a rescue services subcommittee, whose task is to

  1. make a presentation about the service level decision of the rescue services to the county board of the wellbeing services county;
  2. evaluate the implementation and monitoring of the service level of the rescue services in accordance with the self-monitoring programme of the rescue service;
  3. implement and monitor the development plan for the rescue service level decision;
  4. make a presentation to the county board on the implementation of the preparedness and the preparedness plan in cooperation with the areas of operation;
  5. make a presentation on the practical implementation of overall safety;
  6. decide on the requirements for correction of the decisions made by the rescue authority;
  7. decide on the use of coercive means at the rescue authority’s disposal, such as injunctions and the imposition of fines to the extent that an individual authority considers that a wider examination is needed for a decision;
  8. decide on the confirmation of the plans required by the regulations for rescue services;
  9. make an annual presentation of the rescue service’s operational and investment plan and approve the operating plan.
  10. prepare a proposal for the county board regarding changes to the rescue service’s fire station network.

Welfare and health promotion and contact point subcommittee

The county board appoints a welfare and health promotion and contact point subcommittee, whose task is to

  1. be the body responsible for the promotion of wellbeing and health in the wellbeing services county referred to in section 7 of the Act on the Organisation of Social Services and Health Care (612/2021) and is responsible for the negotiations referred to in section 7 of the act;
  2. negotiate other cooperation, goals and division of labour related to managing the tasks of the wellbeing services county with the municipalities;
  3. be responsible for cooperation in the promotion of wellbeing and health with the municipalities of the county, other public actors, private companies and non-profit organisations;
  4. contribute to the preparation of the wellbeing and health promotion goals set in the strategic planning of the wellbeing services county and determine the structures and measures that support them;
  5. prepare a regional welfare report and welfare plan for the county board in cooperation with the municipalities of the wellbeing services county and monitor the living conditions, wellbeing and health of the residents of the wellbeing services county and the factors affecting them by region and population group;
  6. prepare an annual report on wellbeing and health, the factors affecting them, and the measures taken for the county board;
  7. evaluate the effects of decisions made by the wellbeing services county on people’s wellbeing, health and safety; as well as
  8. plan measures to improve the operating conditions and opportunities of organisations working to promote wellbeing and health
