Personal Assistance
A personal assistant provides the necessary help that a severely disabled person needs at home or outside the home: with daily activities, work and studies, leisure activities, participation in public affairs, and the maintenance of social interaction.
In order to obtain the services of a personal assistant, a person must have the resources to define the content and implementation of the assistance. There is no special obligation to arrange personal assistance if sufficient care for a person cannot be ensured via outpatient service measures.
When arranging personal assistance, a person is considered severely disabled if he or she requires essential and repeated help from another person due to his or her long-term or progressive disability or illness in order to perform daily activities. Illnesses and disabilities primarily caused by normal aging are not considered cause for granting personal assistance.
Personal assistance with daily activities, work, and studies can be arranged to the extent necessary. In terms of leisure activities, participation in public affairs, and the maintenance of social interaction, personal assistance should be offered for at least 30 hours per month.
Personal assistance can be arranged in the following ways:
– employer model, where the disabled person is the assistant’s employer
– service vouchers
– purchased service from the public or private sector
– own services
