Social services for adults

Adult Social Welfare Services are aimed at over 18-year-olds who are in need of support. Contact a social worker to discuss your challenges and identify your service needs. You can also contact a social worker if you’re worried about a family member.
Adult Social Welfare Services provide help and support in everyday life, housing, and employment issues, and you can also discuss your or a family member’s substance abuse problems.
An outsider who is concerned about someone else’s wellbeing can submit a report if a person is in need of help.

Rehabilitative work activities are intended for persons who cannot participate in public employment service or work due to limitations in their working and functional ability. In other words, it is a secondary service in relation to employment and business services.

The multidisciplinary joint service for the promotion of employment is a cooperation model in which an Employment and Economic Development Office (TE Office), a municipality, and the Social Insurance Institution of Finland (Kela) jointly assess the service needs of the unemployed, plan services that are relevant in terms of the employment of the individuals, and ensure that the employment process for the individuals progresses and is monitored.

Social assistance is a statutory right but also a form of financial assistance that is granted as a last resort. Its purpose is to ensure income in situations where a person’s salary, unemployment security, pension security, health insurance, or other income does not cover his or her essential daily needs.
All those in need of support and unable to make a living through paid work, self-employment or other benefits securing a living, or from other income or assets, by being cared for by persons liable to provide them with maintenance, or in some other way, are entitled to social assistance (Section 2 of the Finnish Act on Social Assistance).
The Social Insurance Institution of Finland (Kela) grants basic social assistance.
